• Collection of names and addresses of all activist-leaders on earth
• Writing to them for their consent to join and work for the (new) movement (say, represent their respective country to the central UHO, receive responses from others willing to represent their respective state or province, and organize the National Branch of UHO) and, also, for supplying names and addresses of news media executives in their country.
• Requesting all the news agencies, press clubs or associations, and news media executives for the favor of publicity and publishing our news
• Adhoc Executive Committees
• Ratify the Constitution
• Legal, financial, and accounting issues
• Volunteer (or member) recruitment
• Applying for tax-exempt status in all countries
• Drives for donations
• Arrangement for E-mail in between two adjacent levels (say, between the central UHO and national UHO's)
• Real work
• Newsletters in each country (or any other level as deemed appropriate)
• Gradual removal of adhoc or temporary status and improvements
• Real work with full momentum
